Sea scout reels

I have 2 Sea Scout bakelite reels, one black and the other brown. each of these reels have pflueger leather thumb pads on them but I don't think the reels are Pfluegers. Could they be by H&I or retailed thru them?

My example, black, is not a Penn, my focus.
It has handle-pull-out free spool like Penn model F.

Got this one today. The patent is the one Otto Henze got for the pull out handle for the free spool. So who made the reel?

Horrocks-Ibbotson reel. Early 1930s after they bought A&I.
