Reel ID help please

Can anyone ID this unmarked reel from the drag plate styling? It is mounted on a green fibreglass bait casting rod with what looks like a painted steel reel seat. A civilian on Facebook is trying to figure out what they found.

Have they taken it off to look under the foot?

I know I have seen one before but I can’t remember who made it. I think it was Japanese or maybe European. I’ll keep trying to remember and I will let you know if it comes to me.
