I’ve never seen a similar reel. The foot, thumb bail release and handle look like machine shop retrofits, but it’s tough to tell from only two photos. It’s a sweet reel

It was made by Stan Clay, the guy who first manufactured Whirlaways (and the precursor Northfield Jr.) It's from the mid-50s. His arrangement with Great Lakes (to whom he sold the rights for the Whirlaway) had a very limited non-compete agreement, so he started making a new line of spincasting reels and rods, after relocating to Michigan. (He had a consulting agreement with Great Lakes that resulted in his move from MN to MIl.) These are well-made reels.
