According to google search, СССР (Союз Советских Социалистических Республик) is a Russian abbreviation for the Soviet Union or Union of Soviet Socialist Republics (USSR). Searching eBay for the UEHA, many rods come up branded Tica. Could not find any reels.

Mark is correct, it's Russian made. You can find a few here.

it is russian they used it for sturgeon i was told.
tournament casters used them for the 2 handed fly distance.
1.the shooting head was in the 65 ft range.
2. holding line was usually in the 50/60# range, about 25 ft long.
3. running line was 10/12# for distance. needed about 75 ft then u could throw.
4. the rods are 17' long.
5. leader was 17/20ft.
6. we were in the 235-275 range here in the states
due to the wind there and some back stabbing. rules were changed for that 1 tournament. no 1 told the u.s. team. i remember throwing my best ever. 94.65 mtrs and losing to 5 germans & swede's by 7-9 mtrs.
we had no reels here in the u.s. that would hold that much. these only cost about 45/50 u.s.d. i think we bought about 10/15 to take home to the guys.
the rules stated u had to wind it all on the reel. when called to cast. u stepped onto the shooting platform, and ur assistant ran the line out. u had a 2 min. prep time and 8 minutes to complete ur cast's. only the longest was scored but they scored the 2nd cast in case of a tie. and yes it happens. they score to the centemeter over there. were not expensive. u loaded different set ups on separate reels. for different conditions. i must have had 3/4 for world championships.
