This happened to me yesterday when I had to call the City via 311. The automated attendant offered to call me back as soon as an operator was available so I chose that option. Sure enough, I got a call from the automated attendant in about 10 minutes only to be told that all the operators were busy and that I might have to wait for up to 10 minutes to speak with an operator.

Almost as bad: Phone rings, a sweet voice states the company name,followed by:
"if you know your party's extension, please enter it now. If not please enter the first three letters of your party's name." Virtually impossible with an ordinary phone. Wait in silence and finally the sweet voice returns and says "Please wait for further assistance". You wait and another ( less friendly) voice says: "Please leave a message at the sound of the tone". Of course no one answers the message.
