I read the article twice, because I thought it was interesting, but I'm having a bit of trouble envisioning since I've never seen it. Is it placed up high so that an ordinary person can't touch it? I assume if it was low enough for ordinary people to touch anytime they wanted, some vandal would cut it all the time???

I wondered the same thing, eventually noticed:
...a construction company is called and the rabbi gets in a cherry picker with fishing line in hand to repair the eruv.
Joe, to answer your question, either the line is placed very high, or the rabbi is very short.
