The Washburn gizmo was termed a “proto-windshield wiper level wind” in “'Windshield-Wiper' Level Winds," The Reel News, Vol. XIII, No. 1, January, 2003, pg. 4. It was the first LW to swing around a horizontal axis.
Looks like something that could be reproduced easily if you could fit "Moscrop" on the wire.

also shows Doc Henshall was right about casting with reel on top, and winding with reel on bottom.

Seems like attachment of the device by screw eyelets "E" is not the most practical thing. Not sure it would work very well like that, but would love to see one that was actually rigged. Seems like the basic idea is sound.
