Calling a government office
Three times to not bother calling a government office:
a) Monday morning. Monday mornings are for meetings, not public service.
b) Noon hour. Someone may be in the office, but they won't answer the phone.
c) After four PM. Someone is in the office but they won't answer the phone.
Why above information is worthless. Any call is automated and to reach a real person requires five or more numbers to be pressed sequentially after instructions, starting with "For English press 1". When no one answers (they won't) the last message is "To repeat these instructions, press 9".
