I had it in an old stack papers I was going through today. I don't know what magazine it came from, where I got it or why I don't have the rest of it. I must have sometimers disease and can't remember sometimes.

I was struck by the title of the article, not a common phrase for sure. I placed the article after WW II based on what the first page said, so I did a search. For what it is worth (probably nothing) only one item came up in the digitized record....articles with that title were in a periodical called "The Stevens Indicator", which is a publication of the Stevens Institute of Technology in Hoboken, NJ.
That is all (believe me) that I know.
