La Soie, R.L. 2. from the mid '40s.
It appears to be missing the long coil spring that attaches to the end of the half bail and loads the bail. Ed can probably better explain how the mechanism works, as I've never held one in my hand. I've only seen the one in his photos. The missing spring really hurts the value.

It looks like the mechanism must be very similar to the gyratory reel dissected in this thread:
