What is this circa 1890 reel?

What is this circa 1890 reel?

Does anybody recognize or care to speculate on the manufacturer of this reel? Some of the features:
  • Montague style foot
    Reverse-S handle
    Square head screws attaching head plate
    All other frame assembly uses only round rivets, including foot pillars
    Flat, "key head" pull-pin drag
    Collarless crank shaft.
    Spool journal extends about 3 mm beyond tailplate, with a deep cylindrical depression.

I hesitate to suggest this, in light of some Montagueish features, but the concentric design around the tailplate spool bearing looks like designs seen on many Terry reels.
