Does an “R” stamped/imprinted into the bottom of the painted head of a Charmer minnow indicate that it is a reproduction or repaint or something else? Thanks.

The "R" indicates a repaint. That was a rule adopted by NFLCC. I recall Mike Nogay speaking up on the floor of the NFLCC National 25 years ago warning against the onslaught of repaints and recommending a rule set. The NFLCC adopted this policy shortly afterwards.
