I'm guessing some sort of a grater/sifter type tool, maybe? You would grate from the top through the wire mesh and pour the fines out of the hole in the end. Probably not specific enough, though.

Hint #2: Ed P’s keen eye noticed that the stamp in the 4th photo appeared to be a bomber plane. My research turned up this 1946 US airmail stamp featuring a DC-4 in red ink, which possibly tells us about when this item was mailed. It was found in a house in Connecticut.
