Need some advice Re: Williams Drag handle

I just cleaned up a Williams drag handle. When I put it back together do I leave the metal washers and the the black fiber washers dry or do I oil them?
Collect mostly Ky style reels; Meek, Heddon, Horton, Pflueger Redifor and Worth, etc.

I've always found them to be dry. Seems like, if you have the original washers, they are made of Micarta or resin impregnated fiberglass type of material. They don't seem to hold any oil at all.
