If you look at the patent drawings closely and read the entire description thoroughly you will see that what you have is two identical body halves (#9), one half which is missing gear (14) and one half which is missing both gears (13 & 14) and the grinding shaft handle & crank (#s 22 & 23). The treaded hole in the metal band (tie annulus #5) is to receive a bolt & nut (stud #6 & #8) to attach the mechanism to the stand (#s 20/21). The patent says " The body of the container maybe of any desired shape and for the purposes of appearance, it is preferably made in more or less globular outline having a top opening producing a vacuum within the chamber or container 1 is prevented." Someone exchanged a part #9 for part #1. It is also missing a few other original design parts.
It is not:
some early prototype of a spinning or spincast reel that never was quite made?
It is two of the same halves put together of a "device for dispensing viscous substances, or any substances or materials which lack free flowing qualities or flow very sluggishly, such as mustard, mayonnaise, whipped cream, dental creams, liquid soaps and the like."
