I don't know it's original purpose, but if it were mine I would think about putting some willow sticks in the spouts and using it as a fish attractor.

All good creative guesses. Not surprising here on Reel Talk. Such an item would never be out of a job!
A local person said that they used cattail pods for wicks. That's a somewhat scary thought. Come to think of it, a whole pot of kerosene on a boat at night is a scary thought!
