Salmon or Trout Reel ID

A friend would like help with reel ID. Any help appreciated:

"Need help identifying this fly reel. It looks like a Dr. Paul Hermann fly reel but the measurements are s a bit different. It looks like the Baby Hermann trout reel is 2-7/8" in diameter and 1-3/8" spool width. There's a number 016 stamped on the inside of the foot and W S stamped on the outside of the foot. It doesn't match any of the Dr. Paul Hermanns reels. "

It's a beautiful reel indeed. I'm surprised the maker didn't mark is name on his work.
