If the rod was made by one of the great makers, Leonard, Payne, Hawes, FE Thomas, EW Edwards, Paul Young, LL Dickerson, Halstead, Gillum, Garrison and some others they deserve to be visually inspected by a competent restorationist who is familiar with what they should look like and has the correct hardware and silks to do so if necessary. If the rods are high grade production rods, i.e. Heddon, Granger, some Montague's, Divine and others then again a restorationist should look at them since some value would be effected if they are just refinished.
The difference between a refinish and a restoration is a refinish is done to put the rod in good working shape to be fished and a restoration uses the OEM hardware and silks to put the rod back into historically correct shape and be capable of being fished.
If the rod is not historically correct but fishable I'd personally fish it as is until it is necessary for it to have attention then given the above scenarios I'd have it restored or refinished based upon what it is.
