As I had hoped, the weld was in fact a few glops of solder, so after removing the reel from the foot and putting out of harm's way, I applied a bit of heat and got the foot free
After some bath time in vinegar solution, followed by some TLC with Simichrome, it came out really nice, although in taking the pics, I see several places that need another pass, but should clean up:
