It's not that ORCAns aren't generally helpful guys Chris, its just that when it comes to lures they either don't even register to the word, or that when you need a lure ID they are dumber than a Big Orange football fan. I bet, like me, most are more interested in that 1899 coin than the lures. Send them a question about a reel ID and you will surely get responses. But I really do think that is a nice harness thingie. Haven't the vaguest idea who made it though.
