They were made for the now defunct Popeye Tackle, a Japanese tackle company specializing in the sale and promotion of bass fishing accessories in Japan. The fish badge was their logo. The reel came in different colors and all of the Popeye Specials had "1 of 2000" on the back-plate.

Not really, as they're mostly traded in Japan and I don't do very well finding Japanese comps. One did sell over there in June this year for around $170. I'm pretty sure there are a few more comps if you stay persistent in your searches. Yours is the only one I've ever seen with the clear back plate cover.
