Who Made This Cool #2 Kentucky Reel ???

This is a superb little Kentucky reel, I thought Meek but the foot is strange. Anyone know who the maker of this 19th century Chicago trade reel (Eaton claimed to make their own reels but I doubt this would be one of them).
