Probably the same (U.S.) machine shop that made a variety of these cheapo plate reels for Allcock, Laight & Westwood here in Toronto, Canada. AL&W catalogs showing a reel similar to yours are in the ORCA online library but they don't identify the distributor/manufacturer. I have speculated H&I in the early 1930s because these have Winchester/Henrdyx characteristics but no name or marks and no underline under the yardage mark. The backplate, clicker rivet position, foot style and tab connections on this AL&W marked reel are the same as your mint example.
