what is it and who made it?

Unmarked 2 inch dia x 1 3/16 width spool. Brass plates and handle, foot and spool appear as German Silver as no plating loss is evident. Thanks guys.

Not sure who made it, but its French.

Foot and spool are plated, unless made differently than the two I had.
