Congress Brand

This old geezer brain has stalled, and I can't seem to come up with the information - Who used the name Congress on their reels? I am aware that this is a trade name, and many of the reels are Montague, but I can't remember who they were made for. Who is Congress? (other than a bunch of overpaid idiots in Washington DC).

My also-failing memory suggests Tryon again. The Congress Fishing Tackle Co. had a P.O. Box in Philly.
